My lobbying activities are directed and controlled by the Seattle UniServ Council, and leaders of the Seattle UniServ Council selected me for my position. The Council is an affiliate of the Washington Education Association. Some internal documents suggest that the WEA could be viewed as my employer. I am paid solely by the Seattle UniServ Council, and the Council reimburses my lobbying expenses. My wages and other terms and conditions of employment are determined by a collective bargaining agreement which is negotiated and ratified by representatives of the Washington Education Association including representatives of the Seattle UniServ Council. The WEA bills the UniServ Council for my salary, and the Council pays the WEA the amount billed; acting as the Council’s administrator, the WEA performs the ministerial duty of issuing my paycheck. For purposes of the lobbying reporting requirements of the Public Disclosure Act only, the Council is my lobbyist employer.
