Spencer Gray leads NIPPC’s efforts to create a more competitive, clean, and nimble electric power system. Spencer previously worked in Washington, D.C., as a member of several congressional staffs, including as professional staff of the Senate Energy and Natural Resources Committee. He has also provided analytical expertise to public-interest organizations and the financial sector on electric power markets and related matters.
