Carma is President/CEO of the Washington Health Care Association (WHCA). She has over 17 years’ experience in Medicaid programs and policy- including long term care. Prior to joining WHCA, she was the CEO of C.Matti Consulting, LLC, where she provided research, data analysis, and technical assistance related to long term care programs, Medicaid rates, and workforce issues. Her work history includes experience at the Department of Social and Health Services in the former Mental Health Division, and seven years working for the state legislature as a non-partisan Senior Fiscal Analyst for both the House of Representatives’ Office of Program Research and Senate Committee Services.
