Howard Handler serves as Senior Director of Government Affairs for the National Insurance Crime Bureau (NICB). Based in its Chicago headquarters, Howard manages state government affairs for 17 states. He received his undergraduate degree in Journalism from the University of Wisconsin – Madison, and his Master’s in Public Policy and Administration from Northwestern University. Howard gives back to his local community as an elected public library trustee.
