Lynn D French

Mr. French is an Olympia veteran of 7 plus years who served as Senior Budget Analyst, WA State Senate Ways and Means Committee. He is intimately familiar with the legislative processes and has years of experience drafting legislation. He also served as Director of Finance and Administration for the WA State Basic Health Plan, and as Governor Booth Gardner’s Budget Officer under his term as President of the National Governors Association. Mr. French received his BA in Economics and a Masters in Health Administration from the University of Washington in Seattle, WA. He also received a Juris Doctor from Seattle University School of Law. Mr. French is the managing member of Global Business Development, LLC and has over 40 years of experience in management and business consulting. His experience includes developing and managing operating and capital budgets; facilities and project management; strategic planning, financial, market, and cost-benefit analysis; organizational development, human resource management, and training; and property development and management including facility design, development, and construction.
