Kim Herman work for a variety of community development organizations in Virginia, Mississippi, Oregon and Washington before becoming the first Executive Director for the WA State Housing Finance Commission in 1984, a position he held until the end of 2019 when he retired. During his career Kim worked with members of Congress and the Washington Legislature. During his work with the WA legislature as Director of the Commission, he helped draft and obtain passage of a number of bills dealing with affordable housing and other community development issues. He created Kim Herman Consulting in 2022 to help promote affordable housing for low and moderate income families in Washington State.
